Legal Framework
With the provisions of Law 5024/2023, as amended by Law 5113/2024, the Greek legislator seeks to address a long-standing social issue concerning the ownership status of occupied public properties falling under the jurisdiction of the Ministry of National Economy and Finance.
Platform Operation
The platform for submitting applications for the purchase of occupied public properties is now operational, and the initial application period has been extended until 11/09/2026.

Access is granted using TAXISnet credentials by the applicant or an authorized representative.
ELIGIBILITY TO SUBMIT A PURCHASE APPLICATION
An application may be submitted by any person who, as of the entry into force of Law 5024/2023 (24/02/2023), has continuously possessed a public property, either personally or through legal predecessors:
- With a legal title for at least thirty (30) years
- Without a legal title for at least forty (40) years, provided that the property is used as:
- the main residence or an auxiliary space thereof, or
- for tourism, craft, industrial, commercial, or agricultural activity
A prerequisite is that the property has been declared in the E9 tax form for at least five (5) years preceding the application.
EXCLUDED PROPERTIES
Properties are excluded from purchase for reasons of public interest (summary), such as:
- national defence
- public security
- public health
- spatial / urban planning
- expropriations
- forestry legislation (under conditions)
- coastal zone, beaches, harbours
- watercourses
- archaeological sites
- assets outside legal commerce
- properties transferred to ETAD after registration
PERMITTED AREA FOR PURCHASE
- Within city plan: up to the minimum area of a buildable plot
- Outside city plan: up to 10 stremmata, and up to 100 stremmata under certain conditions
PURCHASE PRICE
- 100% of objective (tax-assessed) value
- +25% if buildings were constructed by the applicant
- 100% if buildings belong to the State or a third party
DISCOUNTS
- up to 50% based on years of possession
- additional 30%–15%–20% based on social criteria
- up to 30% for principal residence
- up to 80% total combined discounts
SPECIAL CASES
- 50% price for judicial recognition of ownership
- 70% for pending legal disputes
- 20% for historical settlements before 1965

PAYMENT TERMS
- lump sum or up to 60 instalments
- minimum instalment: €100
- 10% discount for lump-sum payment
ISSUANCE OF TITLE DEED
Upon full payment:
- purchase decision is issued
- registered in Land Registry / Cadastre
- applicant acquires legal title of ownership
5-YEAR OBLIGATION
- obligation to maintain residence or activity for 5 years
- otherwise: automatic revocation of the decision
SUSPENSIONS
From application until completion:
- suspension of administrative eviction measures
- suspension of enforcement actions
- suspension of court proceedings
